As part of the Texas Legislature’s 2013 decision to transfer adult education funding to the Texas Workforce Commission, a nine-member Adult Education and Literacy Advisory Committee representing statewide interests was created to oversee implementation. Sheri Foreman Elder (President and CEO, Houston Center for Literacy [HCL]) is one of the appointed committee members. This committee will advise the Texas Workforce Commission on the development of a statewide strategy for improving student transitions to postsecondary education and career and technical education, and development of a centralized system for collecting and tracking comprehensive data on adult education performance outcomes. To best inform Elder’s role on the Adult Education & Literacy Advisory Committee, HCL is conducting a series of 12 community forums around the state to bring together stakeholders involved in adult education and literacy. The results of this tour will inform policy recommendations to create an optimal adult education system, including robust career pathways, at the state level.
HCL is leading the research project in Houston through project development and outreach with local community adult basic education providers.
